VACANCY FOR A PROJECT MANAGER WITH DAR GUZEPPA DEBONO
TENDER NO: DGD/ESF/01/2010



Dar Guzeppa Debono invites suitable qualified individuals to submit their curriculum vitae for the engagement of a Project Manager in relation to an ESF funded project entitled LWIEN. The proposed project will offer young adolescents who have emotional challenging behaviour, and/or are promiscuous and/or are teenage parents between 14 and 18 years of age the opportunity of participating in accredited courses with the aim of instilling a process of reflexivity and take a critical stance towards life’s challenges. The project aims at engaging the beneficiaries in a generative process of their potentials that will eventually lead to new lifestyles and better employment opportunities.

Job Description

Dar Guzeppa Debono would like to recruit a Project Manager on an employment contract to coordinate the implementation of this ESF project. The responsibilities for this post will include and not be limited to:

  • Providing assistance in the drafting and publications of tenders;
  • Act as a chairperson/secretary to evaluation committees for tenders launched by Dar Guzeppa Debono in the implementation of the project;
  • Establish constant liaison with the Planning and Priorities Co-ordination Division and other horizontal stakeholders;
  • Ensure that all documentation is retained in accordance with the Manual of Procedures set by the Planning and Priorities Co-ordination Division for project implementation;
  • Undertake all necessary checks in the payment process and ensure that all information submitted is valid and correct
  • Carry out all required publicity in accordance with the relevant publicity regulations and guidelines;
  • Assist in the drawing up of progress and monitoring reports as and when required;
  • Monitor and keep updated statistics of the deliverables set out within the project which include training programmes and awareness campaigns;
  • Carry out all writing related to the project (e.g. reports, contracts, application forms, website information, etc) and provide recommendations for implementation as may be necessary;
  • Plan and execute all the tasks related to receiving applications from potential trainees
  • Conduct any public relations in relation to the project
  • Monitor the progress of the firms that will be engaged to deliver the training programmes and awareness campaigns.
  • Conduct any other activity related to the project.

Qualifications

Applicants are to have:

  • A Masters in Business Administration or equivalent plus a minimum of 1 year relevant experience in project management

OR

  • A first university degree plus a minimum of 2 years experience in project management

Experience

The following experience will be considered as an asset:

  • Experience in project management of EU funded projects and familiarity with Operational Programme II and the Manual of Procedures for Beneficiaries as published by the Planning and Priorities Co-ordination Division
  • Experience in drafting of tender documents as well as with public procurement regulations.

Applicants must be proficient in both written and verbal Maltese and English languages and must also have computing skills.

Working Conditions

Normal office hours (40 hrs per week) with the possibility to work extra hours to meet deadlines

Contract duration

Engagement will be from March 2012 up till July of 2014.
