The OSCE Parliamentary Assembly (OSCE PA) aimed to unite many parliamentarians from Europe, Asia, and North America by providing a platform for communication and election observation and reinforcing global collaboration on economic, political, security, environmental, and human rights challenges. They needed to update their website to the fourth Joomla version. So, OSCE PA chose DICEUS as a skilled vendor to execute its CMS migration project.

The OSCE PA, or the Parliamentary Assembly of the Organization for Security and Cooperation in Europe, is the parliamentary dimension of the OSCE, which is an intergovernmental organization focusing on security, human rights, and democracy in Europe, North America, and Central Asia. The OSCE PA was established to facilitate inter-parliamentary dialogue and to strengthen the democratic legitimacy of the OSCE’s work.

Business challenge

OSCE PA needed to find a professional vendor for a smooth transition to Joomla 4. The organization didn’t have any previous documentation on the “as-is” state of the website. Hence, they searched for an experienced migration service provider who could address the difficulties of conducting the required manipulation.
